Zella-Mehlis came into existence on 1 April 1919, when the twin Thuringian gun-making towns of Zella St. Blasii and Mehlis were merged by administrative decree — the "Unification Series" name directly commemorates that event. The city council issued this notgeld in 1921, two years after incorporation, as the postwar coin shortage showed no signs of easing. Otto Richters & Co. in Erfurt handled a substantial volume of Thuringian municipal emergency currency during this period and was a reliable regional printer for small denominations.

The watermark security measure was unusually deliberate for a pfennig-value notgeld, where most issuers cut costs wherever possible.
