Ländliche Spar- und Darlehnskasse Oberheldrungen u. Umgegend was a rural credit cooperative — the kind of Raiffeisen-model institution that proliferated across Thuringian agricultural communities in the late 19th century. In 1921, as Reichsbank notes became increasingly inadequate for small transactions during the early inflation spiral, thousands of such local bodies were legally permitted to issue Notgeld. This note is a product of that period, not a wartime emergency measure but a response to the chronic small-denomination shortage that preceded the hyperinflationary collapse by two years.
Adolf Forker of Leipzig was a commercial printer regularly engaged by small Saxon and Thuringian issuers for utilitarian Notgeld runs. The signatures of W. Glaß and Hauptmann indicate local cooperative officers, not bank officials in any formal central-banking sense.
