Halle's 1921 Notgeld issues were produced specifically for the Notgeldausstellung — a dedicated exhibition celebrating the collector mania that had overtaken Germany's emergency money. By 1921, Notgeld had largely ceased to function as genuine emergency currency and had become a self-conscious collectible product, with municipalities printing for philatelic revenue rather than any monetary need. Halle was among the cities that leaned into this openly, issuing notes explicitly tied to an exhibition about the phenomenon itself.
The recursive quality of it — a Notgeld note commemorating Notgeld collecting — is historically telling.
