Kreissparkasse Neustadt am Rübenberge was one of hundreds of German district savings banks that turned to Notgeld during the postwar coin shortage — small-denomination pfennig issues flooded the country between 1919 and 1922 as hoarding stripped metal currency from circulation entirely. Appelhans Verlag in Braunschweig was a prolific producer of these district issues, handling both the printing and often the design for multiple Niedersachsen municipalities simultaneously, which accounts for the family resemblance many of these notes share across different issuers.

The Reichsbank officially discouraged savings institutions from issuing their own emergency currency but lacked the authority to stop them.
