Kreis Delitzsch issued this note in 1917 under the emergency currency provisions that allowed German municipal and district authorities to print their own Kleingeldersatz — small-change substitutes — as coin metal was diverted to wartime production. By mid-war, even low-denomination copper and nickel coinage had effectively vanished from everyday commerce, and district committees like the Kreisausschuss were filling the gap with locally printed and locally stamped paper.
The official stamp served as the primary authentication mechanism, applied after printing to discourage forgery. Delitzsch, a small administrative district in the Prussian Province of Saxony, produced relatively modest quantities compared to larger urban issuers.
