Notgeld issued by the Hanover Chamber of Commerce during the acute small-change shortage that gripped Germany from mid-war onward. The Reichsbank simply could not keep fractional coinage in circulation — metal went to munitions — so municipalities, chambers of commerce, and even private firms were permitted to fill the gap with officially tolerated emergency paper. J. C. König & Ebhardt, a long-established Hanover stationer and printer, produced this locally, which was the norm: authorities generally used whoever was nearest and capable.

The 1917–1920 date range reflects the extended authorization window, not multiple distinct issues. Many Handelskammer Notgeld notes were withdrawn and redeemed well before 1920; survivors in any condition tend to have come from collector hoards rather than active pockets.
