Gerolstein's notgeld program was administered not by a municipality or savings bank but by the local tourism association — the Eifeler Verkehrsverein — which tells you something about the town's economic priorities. The Eifel region was marketing itself aggressively as a destination for convalescent tourism and hiking in the early 1920s, and the Verkehrsverein's involvement in emergency currency issuance reflects how thoroughly that civic identity had taken hold.
Schaar & Dathe in Trier printed a substantial volume of Rhineland notgeld during this period. The 1921 date places this firmly in the collector-series wave, when many issuers were producing small-denomination notes more for philatelic sale than genuine monetary need.
