Quedlinburg's municipal notgeld of this period drew heavily on the town's Romanesque heritage for artistic credibility — a common strategy among German municipalities competing for collector interest during the 1921 notgeld boom, when local governments discovered that attractive small-denomination paper could generate revenue well beyond face value. Walter Heege, based in Naumburg, was one of a number of regional designers pressed into service for these commissions.
Ratsdruckerei R. Dulce in Glauchau handled the physical production — a commercial municipal printer, not a specialized security press.
