Scheibenberg is a small mining town in the Erzgebirge — the Ore Mountains — and this note is a product of the catastrophic postwar liquidity crisis that left German municipalities scrambling to print their own emergency money in 1921. The Reichsbank simply could not keep fractional coinage in circulation fast enough as inflation accelerated, and thousands of towns like Scheibenberg filled the gap with locally printed Kleingeldersatz.

Flath & Reimert were a local printing firm, not a specialist banknote printer. That's worth knowing when assessing paper and ink quality on surviving examples.
