Stendal's 1921 Notgeld issue belongs to the dense second wave of municipal emergency currency that flooded Saxony and the Prussian provinces after the Reichsbank's coin hoarding problem became unmanageable. The Magistrat authorized these notes not out of financial distress but out of sheer necessity — silver and copper had effectively vanished from everyday commerce, absorbed by a public that no longer trusted the direction of German monetary policy.

Stendal was a modest rail junction town with no particular economic weight, which is why its Notgeld series attracts collectors: low original issue quantities and little reason for anyone to have saved them at the time.
