Grimma's Amtshauptmannschaft — the administrative district authority in Saxony — issued this Notgeld in 1918 under the acute small-change shortage that plagued German civilian life in the final year of the war. The imperial government had systematically stripped copper and nickel coinage from circulation for war production, leaving local administrations to fill the gap with paper fractions. Bezirksverbände were not conventional monetary institutions, and their authority to issue these notes rested on municipal emergency powers rather than any banking charter.
At 50×41mm, this is among the smallest paper formats produced during the first wave of German Notgeld — closer to a postage stamp than a banknote.
