Zeven is a small administrative district in Lower Saxony, and like hundreds of German Kreise during the First World War, its county committee — the Kreisausschuss — was authorized to issue emergency Kleingeld to compensate for the hoarding and disappearance of metal coinage after 1914. These local Notgeld issues were stopgap instruments, not banking products, and they circulated within a tightly bounded area where the issuer's name carried enough local authority to sustain confidence.
The Kreis Zeven series is minor even by Notgeld standards — unremarkable within the broader flood of wartime German municipal paper.
