Zoos, museums, railway stations, and private businesses all became de facto issuers during this period, filling a genuine transactional void. The Rademacher printing house in Hamburg was a local commercial printer, not a specialist in security printing, which is consistent with the generally modest production values seen across municipal Notgeld of 1921.
