Lüneburg's Verkehrsverein — a tourism and trade promotion association, not a bank — was among the many non-financial bodies that issued emergency small change during the Kleingeldnot of the early Weimar years. The chronic coin shortage after 1918 pushed municipalities, merchants' guilds, and civic organizations alike into issuing Notgeld, and this piece is exactly that: a stopgap authorized by local necessity rather than any monetary authority.
Printed locally by Gustav Peters, the note stayed entirely within the Lüneburg economy. F. Krohnke's design credit suggests a commission given to a local artist rather than a professional banknote engraver — common for low-denomination Notgeld of this period, which often doubled as collectible souvenirs even in contemporary circulation.
