The Verein für Heimatschutz und Heimatgeschichte — a regional heritage and landscape protection society based in Leer, East Frisia — issued this scrip during the coin shortage that plagued Germany's postwar economy in 1921. A private civic organization stepping into emergency currency production speaks to how thoroughly the normal monetary supply had broken down.
Hartung & Co. in Hamburg handled a substantial volume of notgeld commissions during this period. Designer Arthur Götting, based in Pretz, remains a minor but traceable figure in the regional printing trade.
