Tuttlingen issued this iron notgeld piece in 1918 as municipal coinage became a practical necessity — the imperial government had effectively stripped circulating metal from local economies through wartime requisitioning, leaving towns to improvise with whatever material the Kriegsmetallamt hadn't yet claimed. Iron was a second-best solution; it corrodes readily and struck poorly compared to the brass and zinc alternatives used elsewhere, which explains why undamaged survivors in any reasonable condition are harder to find than the catalog numbers suggest.
