This note belongs to the dense cluster of South Baden Notgeld issued in 1922, when municipal and regional administrations across Germany were printing emergency small change faster than the Reichsbank could supply coin. Verwaltung Schwarzwald — essentially a regional tourism and spa administration — covered several Black Forest resort communities under a single issue, an unusual arrangement that gave the series a broader distributional footprint than most parish-level Notgeld.

Gebrüder Parcus in Munich were among the more prolific Notgeld printers of the period, handling runs for dozens of issuers simultaneously. Their output was competent and consistent, which matters here because the DeNG reference distinguishes five sub-varieties within this type alone.
