Dahlenburg is a small market town in Lower Saxony, and its cooperative savings and loan society — a Raiffeisen-type institution with unlimited member liability — issued this note during the acute small-change shortage that plagued Germany in 1920. The Reichsbank simply could not produce low-denomination coins fast enough to meet postwar demand, which pushed thousands of local bodies, from municipalities to cooperatives to factory canteens, into printing their own Kleingeldersatz. Franz Scherrer in Hanover was a regional jobbing printer who handled numerous such commissions across Lower Saxony that year.
