Roßwein's municipal council issued this note in 1915 as the wartime metal shortage gutted everyday small-denomination coinage from circulation across Germany. The Kleingelderatzgesetz of 1916 hadn't yet formalized emergency municipal currency, so early 1915 issues like this one operated in a legal grey zone — tolerated but not yet officially sanctioned at the Reich level. J. H. Pflugbeil was a local printing firm, and the printing and issuing authority sharing the same town is about as locally rooted as Notgeld gets.
