Mayer & Sohn was a leather goods manufacturer in Offenbach am Main, not a municipal authority — this piece is private emergency money, issued during the acute coin shortage that gripped Germany after 1914 as metal was diverted to the war effort and small change disappeared from circulation almost overnight. Offenbach's industrial firms became de facto monetary issuers out of necessity. Zinc was the material of last resort, replacing the brass and nickel that had been requisitioned.
