Mecklenburg-Schwerin was one of the last German states to retain a grand ducal government structure before becoming a free state in 1918, and by 1922 its Staatsministerium was issuing notgeld not as a novelty but out of genuine necessity — the Reichsbank's inability to supply adequate small denomination coinage during the hyperinflationary spiral forced regional authorities across Germany to paper over the gap themselves. The Bärensprungsche Hofbuchdruckerei had been the official court printer in Schwerin for generations, making this a rare case where a notgeld issue was produced by an institution with real institutional continuity rather than a hastily contracted commercial press.

The watermarked paper distinguishes this from the vast majority of Mecklenburg notgeld, which was printed on plain stock.
