Landsberg in Oberschlesien — now Góra in southwestern Poland — issued this note during an acutely unstable moment: the Upper Silesian plebiscite of March 1921, in which local populations voted under League of Nations supervision on whether to join Germany or Poland. The Magistrat's decision to issue emergency Kleingeld that year was driven less by a shortage of Reich coinage than by the political and economic disruption surrounding the plebiscite and its violent aftermath, the Third Silesian Uprising.
The town voted to remain German, but the subsequent partition awarded the industrial eastern strip to Poland. Landsberg itself stayed within Germany — briefly rendering this note's backing authority legitimate, if short-lived.
