Herzberg an der Elster is a small town in the Elbe-Elster district of Brandenburg, and its Kreissparkasse — a county-level savings bank, not a central or commercial institution — was among thousands of local German authorities that issued Notgeld during the 1920–1922 inflationary period when small-change coinage had effectively vanished from circulation. The designer credit to Hans Spitsmann is notable: he produced artwork for a number of Notgeld series across the region, and his involvement suggests the issue was commissioned rather than assembled from stock imagery.
The DeNG reference places this firmly within the catalogued German Notgeld corpus, but series 1/2 items from minor county issuers survive in highly variable quantities — many were redeemed quickly and pulped.
