Norderney, the oldest of the East Frisian North Sea resort islands, became a fashionable destination for the German upper-middle class in the late 19th century, and its hotels accumulated enough regular clientele to justify issuing their own small-denomination scrip. Hoffmann's Hotel Falk was one such establishment — private hotel notgeld of this type circulated as provisional currency during the acute coin shortages of 1917–1921, redeemable only within the issuing property or its immediate commercial circle.

The DeNG 1/2 reference places this firmly in the first Notgeld period. Hotel-issued pieces are among the more obscure Notgeld categories and survive in smaller quantities than municipal issues, simply because fewer were printed and the redemption incentive was more immediate.
