Neustadt an der Orla was one of hundreds of small Thuringian municipalities that issued Kleingeldscheine during the 1921 inflationary squeeze, when small-denomination coins had effectively vanished from circulation through hoarding and melting. What distinguishes this series is the "History Series" designation — a deliberate editorial decision by the issuing authority to use the notgeld as a vehicle for local historical content, a practice common enough in 1921 that it had become almost competitive between neighboring towns.

Johannes Arndt Druckerei in Jena was a regional workhorse printer for Thuringian municipal notgeld, handling multiple commissions simultaneously that year. The Bürgermeister signature is that of Gerhard, whose first name alone appears in the reference literature.
