Wartime Kleingeldersatz — small change replacement — issued by the Hannover Chamber of Commerce in 1917, when the German military's demand for base metals had stripped everyday coinage from circulation almost entirely. Chambers of commerce, municipalities, and private firms across the Reich filled the gap with paper Notgeld, and the Handelskammer series from Hannover belongs to this first, functionally driven wave — before the later 1920s issues became collector novelties printed for the philatelic trade rather than genuine payment instruments.

Acceptance was typically confined to member businesses and their immediate economic orbit.
