Horneburg is a small market settlement — a "Flecken" in Lower Saxon administrative terminology, a designation below full town status — and its savings institution issuing emergency currency in 1921 places this squarely within the German Notgeld phenomenon at its peak. Municipal and quasi-municipal bodies across Germany printed their own fractional notes during the postwar years when small coinage had effectively vanished from circulation, hoarded or melted by a public with no confidence in the state's finances.
Gebrüder Jänecke in Hannover were prolific Notgeld printers, handling commissions from dozens of Lower Saxon issuers during this period. Their output was competent and consistent, which makes attribution straightforward when printer credits are present.
