The Eifelverein is a hiking and regional culture association founded in 1888, and its Speicher branch was among hundreds of German civic organizations that issued Notgeld during the inflationary period following World War I. Municipal and private issuers filled the vacuum left by a shortage of small-denomination coinage — the Reichsbank simply could not produce enough fractional currency to meet daily transactional demand.
Lückens in Cologne was a competent regional printer who handled multiple Notgeld commissions during this period. Nothing anomalous is documented about this particular printing run.
