This is a piece of Notgeld — emergency coinage issued by a private industrial concern rather than any governmental authority. The Portlandzementwerke at Bad Abbach on the Danube issued these zinc tokens during the acute coin shortages of World War I, when the German imperial government had systematically withdrawn silver and copper from circulation for war production. Zinc, already integral to the cement works' industrial supply chain, was the practical substitute.
Bad Abbach's cement industry drew on the rich limestone deposits of the Danube valley. The works were substantial enough to maintain their own scrip economy with their workforce.
