Goslar's 1917 Notgeld issues predate the more flamboyant municipal emergency money that flooded Germany from 1918 onward. The early wartime pieces — 1917 being among the first wave — were functional stopgaps issued because small-denomination coinage had been hoarded or melted down as metal supplies tightened under the demands of the war economy. The Magistrat, rather than the Reichsbank or any provincial authority, bore direct responsibility for redemption, which created genuine municipal liability.
Goslar's particular historical weight as a medieval imperial city and former center of Harz silver mining lends an irony to its citizens queueing paper scrip in place of coin.
