Belgern is a small town on the Elbe in Saxony, and like hundreds of similarly sized German municipalities, it issued its own Notgeld during the postwar emergency period when official small-denomination coinage had all but vanished from circulation. Carl Flemming & Wiskott in Glogau were among the more prolific provincial printers of the genre — efficient, reliable, and responsible for an enormous volume of German municipal Notgeld between 1919 and 1922.
The B17.1b suffix in the DeNG reference indicates a variant within the series, likely differing in a serial number range, paper stock, or minor typographic detail from the 1b baseline.
