Röhrigshöfe is a small settlement in the Sauerland region, and its decision to issue notgeld was driven by the same nationwide coin shortage that paralyzed small transactions across Germany from roughly 1916 onward. Thousands of municipalities did the same, but the sheer volume of these local issues meant that printers like Werbeverlag A.G. in Bremen were churning out small-denomination emergency paper for communities too minor to appear on most maps.

The single authorizing signature — Schulz, presumably the Bürgermeister or a senior municipal official — was sufficient legal backing under the emergency provisions then in force. No countersignature required.
