Rellingen is a small municipality in Schleswig-Holstein, and this note is a product of the Kleingeldersatz crisis of the early Weimar years — local authorities across Germany issued their own fractional Notgeld when coin shortages made small transactions nearly impossible. Thousands of municipalities did the same, which is precisely what makes individual issuer identity the only meaningful distinction between them.
The Schreiber credit almost certainly refers to J.F. Schreiber of Esslingen, a publisher responsible for producing Notgeld series for numerous small German communities — not a locally commissioned artist.
