Stuttgart's 1922 Notgeld issues came during the period when municipal authorities across Germany were producing emergency small-denomination paper because coin shortages had made fractional currency nearly impossible to find in everyday transactions. The Reichsbank's inability to keep pace with inflation-driven hoarding left cities, towns, and even individual businesses to fill the gap themselves — legally, under provisions that had been extended well past their original scope.

By 1922, much of this municipal Notgeld had shifted from purely utilitarian scrip into deliberately collectible issues, with local governments printing attractive series knowing philatelists would remove them from circulation immediately. Whether Stuttgart's 50 Pfennig was genuinely circulated or absorbed into collections before it could be is worth considering when assessing wear.
