Stolberg im Harz — the small Harz mountain town, not the larger industrial Stolberg near Aachen — issued this note during the acute coin shortage of 1922, when hyperinflation had driven metal currency out of circulation almost entirely. Municipal authorities across Germany were authorized to issue Kleingeldersatz of this type, and hundreds of towns did exactly that. What distinguishes individual issues is usually the printer and the local design choices made under pressure.
