Emmendingen's 1921 Notgeld issue was printed by Gebrüder Parcus in Munich, one of the more prolific producers of small-denomination emergency currency during the inflationary period that followed Germany's defeat in World War I. The municipal Notgeld system was never a central bank operation — it was driven by a genuine shortage of small-change coinage, with individual towns contracting commercial printers to plug the gap while the Reichsbank struggled to keep pace with demand.
Gebrüder Parcus produced issues for dozens of municipalities, which means plate quality and paper stock were generally consistent across their catalog runs — distinguishing individual town issues by condition alone is unreliable.
