Rheinsberg notgeld was issued during the acute small-change shortage of the early Weimar period, when municipal and commercial bodies across Germany printed their own emergency fractional currency to keep retail trade moving. Stadt Rheinsberg's 1921 series was produced by the Görlitzer Nachrichten und Anzeiger — a regional newspaper and printing firm in Görlitz — a common arrangement, as provincial printers with lithographic capacity picked up notgeld contracts throughout this period.

Robert Koch's design credit is worth noting: a Berlin-born artist of the same name was active in decorative graphic work during the 1910s–20s, though attribution here cannot be confirmed beyond the catalog record.
