正面描述	Central vignette of the Papenburg town hall rendered in fine letterpress line engraving, signed by the artist C. Ahrens at lower right. To the left, the municipal coat of arms — a crowned shield bearing a rampant lion — is printed in warm ochre tones against a geometric border underprint; to the right, an oval violet official seal of the Papenburg magistrate. The denomination Pf 50 Pf appears in large Gothic script at the bottom centre, flanked by the date Papenburg, 14. November 1921 and a manuscript signature of Der Magistrat.

背面描述	Central rectangular vignette of a full-rigged sailing ship at sea beneath a radiant all-seeing eye, with a smaller vessel in the distance and a ship's mast and rigging to the right, all enclosed within a diamond-shaped geometric frame with stylised corner embellishments. At the top, a winged figure holds two scrolling ribbons inscribed with the Latin motto VIGILA ET NAVIGA CAUTE. Below the vignette, a two-column Low German verse in Gothic blackletter script runs across the full width of the note.
