Merseburg's 1921 Notgeld issue belongs to the second wave of German municipal emergency currency — the so-called "Serienscheine" phase, when towns across Germany began commissioning artistically elaborate small-denomination notes as much for collector sales as for genuine transactional use. Gebrüder Parcus of Munich were among the more prolific printers serving this market, handling commissions from municipalities well outside Bavaria.

The collector trade in Serienscheine was substantial enough that many issues never circulated at all, traded directly between philatelic dealers.
