Bad Honnef and Rhöndorf were neighboring Rhine communities that issued this Notgeld jointly — an unusual arrangement, since most municipal emergency currency of the period was issued by a single authority. The combined Verkehrsvereine (tourism associations, not municipal governments) handled the issue, which explains why the printing run is exceptionally high for a joint local effort. At over twelve million pieces, this was clearly intended as a collectible series sold to the booming Notgeld philatelic market of 1921, not as genuine emergency circulating money.
W. Redigx of Rhöndorf is credited as designer — a locally engaged artist rather than a commercial printing house's staff engraver, which was common practice for the decorative tourist-oriented issues of that year.
