Dülmen's 1921 Notgeld issue is one of hundreds of nearly identical small-denomination emergency scrip pieces produced by Westphalian municipalities during the coin shortage that followed the First World War. The Ruhfus press in Dortmund was a workhorse of regional Notgeld production, turning out series for numerous nearby towns in quick succession — which is part of why these notes circulated with such ease across municipal boundaries, their origin sometimes less obvious to users than their face value.

Pieper and König signed for the city administration. Whether either was the Bürgermeister or a treasury official is not established in the standard references.
