Döbeln's 1921 Notgeld issue was one of thousands of municipal emergency notes flooding German commerce during the coin shortage that followed the First World War. The Ratsdruckerei R. Dulce in Glauchau — a regional council printer rather than a specialist security firm — handled production, which partly explains the relatively modest printing quality typical of Saxon municipal issues from this period.
Döbeln itself is a small Saxony town on the Freiberger Mulde, and its wartime and postwar financial administration was under considerable strain by 1921, with hyperinflation still accelerating toward its catastrophic 1923 peak.
