Glauchau's municipal notgeld of 1921 belongs to the second and more self-conscious wave of German emergency currency — the period when towns were actively competing to produce artistically elaborate small-denomination scrip that collectors would buy and hoard rather than spend. This was not incidental; many municipalities deliberately printed far more than circulation required, treating the unspent face value as pure revenue. The Rats-Druckerei R. Dulce was the city's own municipal print shop, which kept production local and costs low.
The practice was controversial enough that the Reichsbank moved to suppress the entire notgeld industry by late 1922.
