Ennigerloh is a small agricultural commune in Westphalia, and its decision to issue notgeld in 1921 reflects the broader municipal scramble for small-denomination scrip during the postwar coin shortage — by that point, thousands of German towns had done the same. W. Girardet of Essen was a well-established printing house with significant notgeld output during this period, producing issues for numerous Westphalian municipalities rather than acting as a dedicated security printer.
The 1921 dating places this in the later wave of notgeld, after the initial 1918–1920 necessity issues and into the phase where collector appeal began driving production decisions as much as genuine monetary need.
