Oldenburg in Holstein was a small market town — population under five thousand in 1921 — and like hundreds of similarly sized German municipalities, it turned to local printers when the postwar coin shortage made small-denomination currency a practical necessity rather than a civic ambition. The Magistrat's decision to commission W. Johannsen as designer and print through C. Fränckel Nchfg. C. Will kept the entire production within the town itself, which was unusual even among Notgeld issues of this period, where outside lithographers more often won the work.
C. Will's successor firm handled a range of local commercial printing; this was not a specialist banknote house, and the note's production values reflect that.
