Dessau's municipal administration issued this note during the inflationary spiral of 1921, when the Reichsbank's coin shortage had become severe enough that hundreds of German towns were printing their own fractional currency. The Ratsdruckerei R. Dulce in Glauchau — a printing house that handled Notgeld contracts for multiple municipalities across Saxony and Thuringia — produced this series, which accounts for the relatively consistent print quality seen across surviving examples.
