Tarnowitz — now Tarnowskie Góry in Upper Silesia — was at the center of one of the most politically charged plebiscites of the postwar period when this note was issued. The March 1921 Upper Silesian plebiscite, held just weeks before most Notgeld of this type entered circulation, returned a majority for Germany, though the subsequent League of Nations partition awarded the industrially valuable eastern strip to Poland. The Magistrat's decision to issue emergency coinage substitutes reflected genuine small-denomination shortages, but the timing made such notes locally symbolic in ways their issuers likely never intended.
