Blankenese was an independent municipality on the Elbe west of Hamburg when this note was issued — it would not be incorporated into Greater Hamburg until 1927. The note belongs to the vast wave of German Kleingeldersatz (small change substitutes) that flooded local circulation after the First World War, when metal coinage effectively vanished from everyday commerce. Thousands of municipalities, businesses, and institutions issued their own Notgeld during this period, making local printer attribution unusually important for distinguishing variants.
H. O. Persiehl was a Hamburg-based printer responsible for several regional Notgeld issues, and the 1a/2 suffix in the DeNG reference indicates a documented plate or printing variation within this specific Blankenese emission.
