Stade's 1920 Notgeld issue came out of the same municipal desperation that pushed hundreds of German towns to print their own emergency small change — the postwar coin shortage left ordinary retail transactions nearly impossible, and the Reichsbank offered no practical relief. Gebrüder Jänecke in Hannover was a prolific supplier to precisely this market, printing Notgeld for numerous Lower Saxony municipalities during 1919–1921.
The dual-signature format — one for the Magistrat, one for the Bürgervorsteher — reflects Stade's formal two-body municipal governance structure, a procedural detail that mattered locally even on emergency scrip.
