Zeulenroda's 1920 Notgeld issue belongs to the second wave of German municipal emergency money — not the inflationary peak, but the chronic small-change shortage that plagued the immediate postwar years after Reichsmünzen effectively vanished from circulation through hoarding. Hundreds of German towns issued their own 50 Pfennig notes under similar authority, and Zeulenroda's series is unremarkable in its legal standing but signed by the Oberbürgermeister directly, giving it at least nominal civic weight.

The format is notably small even within the Kleingeldscheine category — barely larger than a visiting card.
